Abstract

In recent years changing labour markets, accompanied by increased and persistent unemployment, have been seen as requiring reforms in social security for those in the labour market. This chapter examines these policy changes and the reasons underlying them. It requires a broadly based analysis that can establish the links between ‘the personal troubles of milieu’ and ‘the public issues of social structure’. Such a framework for analysis reveals the extent of change in policy thinking and the importance of ‘policy closure’ which occurs when the change in discourse – the presentation and discussion of an issue – shapes the policy agenda with effects that may be little recognised.

3. When on the institution site, please use the credentials provided by your institution. Do not use an Oxford Academic personal account.
4. Following successful sign in, you will be returned to Oxford Academic.

If your institution is not listed or you cannot sign in to your institution’s website, please contact your librarian or administrator.
